Has China made a better response to the quake than the U. S. did to Katrina?

It seems like from the first news of the earthquake in China we saw the government there spring into action. But it was days before the U.S. responded to Katrina in New Orleans. The head of Fema even admitted that he saw the carnage of Katrina on the news. And since then does it seem the federal government has forgotten those people. Most of the rebuilding seems now to depend on private charities. Because no one in the federal government was held accountable for the slow response to Katrina, do you think we've learned anything?
